Oil capital of Yamal

Noyabrsk has a lot of other enterprises, public institutions to serve the growing population, small and medium businesses are also developing. However, the presence of oil and gas companies in the region remains the key to stability and development of Noyabrsk.

We have established a constructive dialogue with the city’s primary taxpayers – Gazprom Dobycha and Gazpromneft-NNG, major social issues are solved together with senior officials of these enterprises. Only in the last 3-4 years, we have jointly implemented several major social projects. In 2011, together with Gazpromneft-NNG, we developed a concept to develop sports in the city. In a short period of time, large sports facilities have been commissioned in Noyabrsk under the program, as well as 11 local playgrounds, and now everyone can exercise directly in their neighborhood, next to their houses.

We have the opportunity to develop necessary social infrastructure and service industries for employees of oil companies, public sector workers, children and senior citizens - all residents of our city. I think that today Noyabrsk is one of the most comfortable, well-developed and comfortable cities in the Yamal Peninsula and the North of our country in general.

In the last five years, we have paid great attention to a major problem – old emergency housing. At the initial stage of development of oil fields, it was important to build housing for employees as quickly as possible. As the housing was built rapidly, they erected panelized and wooden houses, today they have already exhausted the service life. Such neighborhoods are now being demolished, residents are resettled to modern and comfortable apartments. Within a short period of time, starting in 2012, three new large micro-districts have been developed and soon will be put into operation.

For us, one of the primary objectives is to provide the population with high-quality health care. In 2012, a medical specialized center of district importance was commissioned. This is a unique center, equipped with high-tech medical equipment. It enables not only healing people but also allows doctors to run tests and identify diseases at the initial stages. A large perinatal center is under construction now, it will be put into operation in 2015 and have the most advanced equipment. In addition, we have already planned the construction of a medical campsite, including a central city clinic with a children's hospital, a dentist’s office, a mental hospital, ambulance stations.

In 2011, we developed the strategy for socio-economic development of the city until 2025. We intend to invest heavily in the development of other industries, in addition to oil and gas. A range of measures to support small and medium-sized businesses has been prepared. We will focus on further development of the agriculture industry, food industry.

I note that, as time goes by, the mentality of people changes, the concept of “a city for temporary living”, as it was before, gets erased from their memory. The generation of people, who were born here 20-30-40 years ago, for them it is their native city. To confirm it - an increase in housing construction in the private sector, a lot of young people return to the city to live and work in the oil and gas industry and in budgetary institutions after they graduate from universities. We have created the conditions for this. There are all prerequisites to consider Noyabrsk the city of permanent residence;we are fully confident that the city will develop for many, many years.
